What’s Ahead in Texas’ Summer 2025 Special Session

On Monday, July 21, state legislators convened in Austin for a 30-day special legislative session, as outlined in the Governor’s proclamation. The Governor has set out 18 items for the Legislature to consider and holds the sole authority to determine what may be addressed during a special session. By the end of the first day, nearly 200 bills had already been filed. 

At the top of the Governor’s agenda is legislation aimed at improving infrastructure and preparedness in flood-prone areas of Texas, along with providing relief funding for the response and recovery efforts from the devastating floods that struck the Texas Hill Country earlier this month. 

The Governor is also pushing to reform the state’s standardized test, with a focus on student progress and school accountability—an effort that failed to reach consensus during the Regular session. The Governor is seeking to eliminate and replace the STAAR test. 

Additional directives focus on cutting property taxes, imposing spending limits on localities, regulating hemp products, and the redrawing congressional district maps. With 30 days on the clock, lawmakers are racing to tackle a full agenda.
